Does 'national emergency' warrant national response?
In the wake of the school shooting in Parkland, Florida, many people are searching for the best way prevent future shootings. Emily Owens, associate professor in ciminology, law and society, has researched school police programs. Owens in quoted in The Christian Science Monitor, saying that school shootings "don’t happen frequently enough that it’s very easy to predict what’s going to cause them."
