While most police officers in California don't try to be immigration agents, the social and political norms of the communities where they work and internal policies — or lack of them — often guide how they handle the immigrants they pull over, said Charis Kubrin, Professor of Criminology, Law and Society. "It depends on the directions they're getting from up above in the cities they're working in," Kubrin said.
