Summary of Research Interests:
Professor Beard's research and teaching focus on planning in developing countries. Broadly, her research seeks to understand how citizens plan for themselves independent of, in collaboration with, and in opposition to state and local government agencies to alleviate poverty. Recent work examines relationships between decentralization, community-level collective action, democratization, elite capture and poverty alleviation. Professor Beard has worked as a consultant for the World Bank, the Asian Development Bank, RAND, and the Research Triangle Institute.
